Goal 4 is one of the 17 Sustainable Development Goals (SDGs) adopted in 2015 by the United Nations under the 2030 Agenda for Sustainable Development.
Its aim is to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all by 2030.


What Does Goal 4 Mean?

Goal 4 goes beyond school enrollment. It focuses on:

  • Quality of learning, not just access
  • Equity and inclusion for all learners
  • Relevant skills for life and work
  • Lifelong learning, from early childhood to adulthood

In simple terms, Goal 4 ensures that every person—child, youth, or adult—can learn meaningfully, safely, and continuously.

Key Targets of Goal 4 (Explained)

1. Free and Quality Primary & Secondary Education

Ensure that all girls and boys complete free, equitable, and quality primary and secondary education that leads to effective learning outcomes.

2. Early Childhood Care and Education (ECCE)

Provide access to quality early childhood development, care, and pre-primary education, as early learning strongly influences lifelong success.

3. Equal Access to Technical, Vocational, and Higher Education

Ensure affordable and equal access to technical, vocational, and higher education (including universities) for all.

4. Skills for Employment and Entrepreneurship

Increase the number of youth and adults with relevant skills for:

  • Employment
  • Decent jobs
  • Entrepreneurship

This includes digital skills, life skills, and vocational skills.

5. Gender Equality and Inclusion

Eliminate gender disparities in education and ensure equal access for:

  • Persons with disabilities
  • Marginalized and disadvantaged groups
  • Minorities and migrants

6. Literacy and Numeracy

Ensure that all youth and a substantial proportion of adults achieve literacy and numeracy, which are essential for daily life and participation in society.

7. Education for Sustainable Development and Global Citizenship

Promote education that supports:

  • Sustainable development
  • Human rights
  • Gender equality
  • Peace and non-violence
  • Global citizenship and cultural diversity
