Foundational Literacy and Numeracy (FLN) is the core focus of the NIPUN Bharat Mission and a national priority under NEP 2020. It refers to the essential reading, writing, and mathematical skills that every child must acquire in the foundational stage (ages 3–9; Balvatika to Grade 3) to succeed in all future learning.
1. WHAT is Foundational Literacy and Numeracy (FLN)?
Foundational Literacy
Foundational literacy means the ability of a child to:
-
Understand spoken language (listening and speaking)
-
Recognise letters and sounds (phonemic awareness)
-
Read words and sentences with meaning
-
Write simple words and sentences to express ideas
It goes beyond decoding to include comprehension and expression.
Foundational Numeracy
Foundational numeracy means the ability of a child to:
-
Understand numbers and number sense
-
Count, compare, and estimate quantities
-
Perform basic operations (addition and subtraction)
-
Apply mathematical thinking to everyday situations
FLN focuses on conceptual understanding, not mechanical calculation.
2. WHY is FLN Critically Important?
a) Foundation for All Future Learning
-
Reading with comprehension and basic numeracy are prerequisites for learning all subjects.
-
Without FLN, children struggle in later grades regardless of curriculum quality.
b) Evidence from National Assessments
-
National assessments revealed that many children in higher grades:
-
Could not read simple text fluently
-
Could not perform basic arithmetic
This learning gap is known as learning poverty.
-
c) Equity and Social Justice
-
Children from disadvantaged backgrounds are most affected by weak foundations.
-
FLN ensures equal learning opportunities and reduces long-term inequality.
d) Alignment with NIPUN Bharat Goal
-
NIPUN Bharat sets a clear target:
Every child to achieve FLN by the end of Grade 3 by 2026–27
3. WHEN Should FLN be Achieved?
FLN development begins:
-
From early childhood (ages 3–6) in preschool and Balvatika
-
Continues through Grades 1, 2, and 3
Critical Periods:
-
Early years: Language exposure and number sense
-
Class 3: Identified as a key milestone; gaps beyond this stage widen rapidly
Hence, FLN must be ensured early, not postponed.
4. WHO is Responsible for Achieving FLN?
Teachers
-
Implement child-centred, competency-based pedagogy
-
Use joyful, experiential, toy-based, and inclusive methods
-
Continuously assess progress through SBA tools
Schools and Head Teachers
-
Provide academic leadership
-
Ensure supportive learning environments
Parents and Community
-
Reinforce language and numeracy through daily activities at home
-
Support home–school continuity
Academic Institutions
-
Develop FLN-aligned curriculum, textbooks, and assessments
Education System
-
Provide policy, training, resources, and monitoring (DIKSHA, UDISE+, NAS)
5. HOW is FLN Achieved under NIPUN Bharat?
a) Pedagogical Approaches
-
Play-based and activity-based learning
-
Experiential and toy-based pedagogy
-
Games, role play, storytelling, and art integration
-
Use of mother tongue/home language in early grades
b) Curriculum and Progression
-
Clear developmental goals and grade-wise learning outcomes
-
Structured progression from oral language to reading and writing
-
From concrete experiences to abstract numeracy
c) Assessment Practices
-
School-Based Assessment (SBA)
-
Observation, anecdotal records, checklists, portfolios
-
Reporting through Holistic Progress Cards (HPC)
d) Teacher Capacity Building
-
NISHTHA–FLN training
-
Continuous professional development via DIKSHA
6. FLN from Multiple Perspectives
Child’s Perspective
-
Learns confidently and without fear
-
Develops love for reading and numbers
Teacher’s Perspective
-
Clear focus on essential competencies
-
Improved teaching effectiveness
Parent’s Perspective
-
Better understanding of child’s learning needs
-
Meaningful engagement beyond marks
School Perspective
-
Strong academic foundation
-
Improved long-term learning outcomes
Policy and Examination Perspective
-
Central theme of NEP 2020 and NIPUN Bharat
-
Frequently asked in TET, Headmaster, B.Ed., and M.Ed. examinations
-
Key terms to mention: learning poverty, Grade 3 milestone, competency-based education
Foundational Literacy and Numeracy refers to the essential reading, writing, and mathematical skills that children must acquire by the end of Grade 3 to enable meaningful learning and lifelong academic success.
WHAT is the “starting date” of FLN?
-
FLN as a national mission began with the launch of NIPUN Bharat
-
Official launch: July 2021
-
Issued by: Ministry of Education, Government of India
Before this, literacy and numeracy existed in curricula, but FLN was not treated as a time-bound national priority.
